About the Forum
We’re excited to be coming back to Vancouver for our third and final Lift Cannabis Forum of the year.
The event will be held on the evening of Thursday, November 12, at UBC Robson Square. It will once again feature a lively panel discussion on the future of cannabis access and regulation in Canada, from dispensaries to LP’s to patients, the emerging international market, and beyond – and the outcome of the federal election will give us a lot to talk about as well.
Our past discussions have focussed mostly on aspects of medical cannabis regulation and research in Canada, specifically the current MMPR. In the wake of the recent election, we are very excited to expand the conversation outwards to look at what a federally-regulated ‘adult/recreational’ system can look like, and how it relates to current examples in the US and around the world.
We’re very happy to have Hilary Black to again moderate the Vancouver discussion.

PHYSICIAN, AUTHOR, RADIO HOST
Dr. Dave Hepburn is cohost of both the Oprah Winfrey Network show Buyologic and the nationally syndicated radio show Wisequacks.
He is an award winning syndicated columnist and published author of The Doctor Is In(sane).Dr. Hepburn was a Canadian naval surgeon in the Persian Gulf War and a bush surgeon and sole doctor on the remote jungle island of Tanna in the South Pacific. He has been a doctor for the Olympic Games and was the medical director of the 1994 Commonwealth Games in gymnastics. He has been the team doctor to Canadian national rugby teams as well as junior and professional hockey teams. He entered the Guinness Book of World Records as the highest scoring defenseman in the longest hockey game in history.
Dave has a medical practice in Victoria, and is a clinical instructor with the University of British Columbia Medical School.
RESEARCHER AND ADVISOR
Rielle Capler has been working in the medical cannabis field in Canada for over 15 years. After receiving a Masters degree in Health Administration, she worked with the first medical cannabis dispensary in Canada for 8 years. Rielle co-founded the Canadian Association of Medical Cannabis Dispensaries (CAMCD) in 2010 and currently sits on its Advisory Board. As part of the SEED project at UBC, Rielle worked with dispensaries, patients and other stakeholders to develop CAMCD’s nation-wide standards and certification program for dispensaries. Rielle has developed educational materials for patients, the public and health care providers and worked as a consultant for MMPR licensed producer applicants and medical cannabis clinics. She is currently working with Anandia Labs on cannabis research, and is a PhD candidate at the University of British Columbia.
POLICY ANALYST, VICENTE SEDERBERG LLC (COLORADO)
Andrew Livingston serves as a policy analyst for Vicente Sederberg LLC. He first worked alongside the Vicente Sederberg team in 2012 during the historic Campaign to Regulate Marijuana Like Alcohol campaign, which legalized marijuana for adults in Colorado. Andrew started his career in drug policy while at Colgate University and founded a chapter of Students for Sensible Drug Policy in 2009. During this time he focused his academic studies on the economics of illegal markets and the harms they create for societies around the world. At Vicente Sederberg, Andrew provides analysis on legal and regulatory matters as well as economic market projections for adult-use and medical marijuana laws in Colorado and around the world. In addition to his work at Vicente Sederberg, Andrew serves as the associate researcher for ArcView Market Research’s “State of Legal Marijuana Markets Report”.
MANAGER, COMMUNITY ENGAGEMENT CENTRES, TWEED INC.
Theresa Kozak graduated from Ryerson University with a Bachelor of Social Work in 1997. She is currently enrolled at McMaster University in the Masters of Social Work program. Ms. Kozak entered the Cannabis Industry in 2009 as the Intake Worker, Volunteer Coordinator, and Staff Supervisor with H.U.M.A.N, a Toronto-based medical marihuana dispensary. Theresa went on to become the Client Services Manager for MedCannAccess and is currently employed as the Manager of Better by Tweed, overseeing the operations of three community-based cannabis resource centres located throughout South-Western Ontario. Ms. Kozak is registered in good standing with the Ontario College of Social Workers and Social Service Workers.
QUALITY ASSURANCE MANAGER, BROKEN COAST CANNABIS
Chris Stone has served as the QA Manager at licensed producer, Broken Coast Cannabis since June 2014. Chris is a passionate, goal-oriented professional with over 10 years of experience in quality and compliance for regulated health industries. He specializes in the practical application of quality improvement concepts, analytics, and metrics to bring together diverse groups of stakeholders to find solutions and traction. Chris is highly attentive to detail, while also experienced in strategic planning and leading organizational change.
DIRECTOR OF PATIENT AND COMMUNITY SERVICES, BEDROCAN CANADA
Hilary Black is the founder of the BC Compassion Club Society, the first medical cannabis dispensary in Canada. She currently serves as the Director of Patient and Community Services with Bedrocan Canada.
